Being homeless does not exempt anyone from Oregon animal laws regarding "minimum care", abuse or neglect.  Minimum care is not just food, water, shelter.

I would also recontact your county animal control and humane society.  Officers are often unaware of animal laws and interpret them incorrectly.</description>
